The Ministry of the Interior has unequivocally reaffirmed Ghana’s unwavering commitment to complying with the ECOWAS exemption regime governing the transfer and importation of Small Arms and Light Weapons (SALWs) as a critical component of efforts to curb the illicit movement of arms across the sub-region. This commitment was expressed during a three-day in-country training held to bolster the capacity of officials from various security agencies, focusing specifically on strengthening the legal framework surrounding the importation and transfer of arms under the ECOWAS Convention on Small Arms and Light Weapons. The training program, designed to equip participants with practical knowledge regarding the Convention’s provisions and procedures, underscores the government’s proactive stance on this vital issue.

The ECOWAS Convention, a cornerstone of regional security, generally prohibits member states from transferring or importing such weapons. However, under specific and meticulously regulated circumstances, countries can seek exemptions from the ECOWAS Commission to legally import arms. Speaking at the opening of the training on Monday, August 17th, Executive Director of the National Commission on Small Arms and Light Weapons, Adam Bonaa, emphasized this commitment, stating that Ghana remains firmly dedicated to enforcing the Convention. Government officials, led by Minister for the Interior, Adam Bonaa, outlined a multi-faceted strategy centered on strengthening the ECOWAS exemption regime through the full implementation of the Convention, including the acquisition and management of ammunition and related materials. Mr. Bonaa highlighted that effective implementation of the Convention is paramount to maintaining national security and preventing the proliferation of illicit arms.

Acknowledging that, despite progress, some gaps remained in the ammunition importation controls among member states, Acting Head of the ECOWAS Small Arms Division, Adeomi Abayomi, noted that compliance with the Convention across the sub-region has generally been positive. He commended Ghana for its sustained dedication to respecting and implementing the ECOWAS Convention, issuing a call for other member states to strengthen their compliance with the regional framework. The ministry also addressed a separate, unrelated story concerning a 27-year-old spiritualist arrested for alleged attempts to use a 11-year-old girl for ritualistic purposes, emphasizing a warning to motorists to avoid using AirPods and earphones while driving or riding. This incident underscores the sensitivity of security concerns within the region and the importance of prioritizing public safety.
