Ghana is set to hold a national referendum on proposed constitutional amendments, alongside the upcoming District Assembly Elections, in 2027, announced President John Dramani Mahama during a tour of the Upper East Region. This significant development follows a recent declaration by the President that the referendum will be integrated into the District Assembly elections next year. President Mahama emphasized that the amendments will be implemented to strengthen the framework of governance, stating that the government intends to initiate the process with the creation of a Constitutional Review Implementation Committee to analyze and synthesize the existing proposals and reports from the Constitutional Review Commission.

He detailed that the committee will then divide the proposals into non-entrenched and entrenched clauses. The President explained that non-entrenched clauses will require only Parliamentary approval, with a requirement of 40% of registered voters casting their ballots and 75% of those voting agreeing with the amendments. The referendum will then be added to the District Assembly elections. Responding to requests from Paramount Chief Naba Clifford Abagna Tandegrewongrekugre V of Kologo, the President directed the Minister of Roads and Highways to prioritize the construction of the road and the establishment of a Senior High School in his area, ensuring that the road is constructed promptly. Furthermore, the President tasked the Minister of Education to oversee the establishment of a Senior High School in the Kologo Traditional Area. This move signals a significant shift in the government’s approach to constitutional reform and its integration into the electoral process, a topic that has been generating considerable discussion within the nation.

The announcement comes after months of intense deliberation and debate regarding the proposed amendments, which aim to address several key areas including strengthening the judiciary, clarifying the role of the President, and reforming the electoral system. The details of the proposed amendments are still being finalized, but the government has stated that the amendments will be a fundamental step towards strengthening the rule of law and ensuring transparency in governance. The referendum’s success hinges on securing broad public support and ensuring the integrity of the voting process, according to the President’s remarks. The Constitution Review Implementation Committee, as previously announced, will be responsible for analyzing and synthesizing the proposals and reports.
