When Paul Biya won his first presidential election in Cameroon in 1984, Nformi Bime was 23 and still a student. His long and influential career in politics has seen him serve as Prime Minister and then President, making him the second-longest-serving president in the country’s history. Last year, he achieved a disputed eighth term, effectively solidifying his position until he is projected to be nearly 100 years old. A recent report by CNN Africa details a significant and persistent absence – a two-month absence – of Biya from Europe, sparking considerable speculation and raising crucial questions about his health, leadership, and the stability of the nation. The absence began on June 7th and has been characterized by a prolonged period of isolation, fueled by government statements and growing public anxiety. According to his office, Biya is currently in Geneva, Switzerland, where he is reportedly not hospitalized, but the lack of detailed information about his whereabouts has intensified public concern. A detailed chronology of events reveals that since 1982, Biya has spent extended periods abroad, often fueled by political maneuvering and a desire to avoid scrutiny. However, this latest departure represents a dramatic deviation from his historical pattern, a trend that has been observed across several African nations, where long-serving leaders often seek refuge abroad, leading to concerns about the continuity of governance. For millions of Cameroonians, Biya’s absence is a constant reminder of a potentially diminished political landscape. The government has repeatedly pushed back against speculation regarding his health, claiming he is in good spirits, but the lack of transparency remains a significant challenge. In 2024, the government banned media discussions about his health, citing national security concerns, further intensifying the public’s anxiety. Biya’s long rule has been marked by a dynamic interplay of political maneuvering, contested elections, and a consistent lack of public engagement. His children, including his eldest, 32-year-old Abit Riassai Acha, a doctoral student and community youth leader, are acutely aware of this phenomenon, recognizing it as a reflection of a deeper societal unease. Acha believes that the prolonged absence of Biya has only amplified these anxieties, suggesting that a lack of accountability and a diminished ability to address pressing issues is a growing concern. The government’s assertion that Biya is alive and expected to return has only intensified the debate, with political analysts like Collins Molua Ikome emphasizing that the absence has fundamentally altered the political landscape. Ikome notes that the prolonged period of absence has become a national phenomenon, with many Cameroonians developing a sense of resignation regarding the state of the country. While Biya has continued to make key decisions from abroad, including a major military reshuffle announced earlier this month, the questions surrounding his extended stay overseas remain a persistent concern. The government has maintained a public narrative of reassurance, proclaiming that Biya is alive and will soon return, but the lack of concrete information fuels skepticism. Political analyst Collins Molua Ikome underscores the significance of the constitutional council’s consideration of whether Biya’s absence constitutes a vacancy in the presidency. However, given Biya’s long tenure and the dominance of his ruling Cameroon People’s Democratic Movement, such a move is unlikely to succeed. Despite his absence, Biya has demonstrated a continued influence on the country through his decisions. The country’s economy struggles, with roads in Cameroon being exceptionally poor, and corruption is rampant. Ikome points to a lack of jobs for young people as another significant challenge, while Wilson Tamfuh highlights the need for institutions to effectively manage the government’s responsibilities, particularly the prime minister, secretary-general, and ministers. However, the fundamental question remains: will Biya’s absence ultimately lead to a significant improvement in the lives of ordinary Cameroonians? The divide isn’t limited to Cameroon; across the African continent, political elites have often sought refuge abroad, even as public services are struggling. The long-term implications of Biya’s extended absence extend beyond the political sphere, touching on the country’s healthcare system, which faces chronic shortages of qualified medical personnel, and its increasingly pressing social issues. The situation highlights a broader pattern of political instability and the challenges of governing in a context of rapid social and economic change, and the question of whether Biya’s leadership will contribute to a sustainable and prosperous future for the nation is a central concern. The division is not unique to Cameroon. Across Africa, political elites have often sought healthcare or maintained homes abroad, even as public services at home struggle.
