Saudi Arabia has formally launched the Red Sea Defence Alliance, a coalition of 13 countries including Bahrain, Bangladesh, the Comoros, Djibouti, Egypt, Jordan, Kuwait, Pakistan, Qatar, Saudi Arabia, Somalia, Sudan, Turkey, and Yemen, marking a significant shift in regional security dynamics. This initiative follows a previous framework established by the Multinational Maritime Defense Alliance, initiated on July 30th, 2023, and formalized on August 13th, 2023, in Jeddah, Saudi Arabia.

The announcement, delivered by Saudi Defence Minister Abdullah bin Salem Al-Shehri, details the alliance’s goals: to safeguard freedom of navigation through the Bab al-Mandeb Strait, the Red Sea, and the Gulf of Aden. The alliance’s initial members, signed on Thursday, include Bahrain, Bangladesh, the Comoros, Djibouti, Egypt, Jordan, Kuwait, Pakistan, Qatar, Saudi Arabia, Somalia, Sudan, Turkey, and Yemen. The Ministry of Defence stated that the alliance’s focus is on strengthening collective maritime defense cooperation, encompassing information exchange, operational planning, joint naval exercises, and the development of military capabilities.

The alliance’s scope is expansive, extending beyond simply defensive measures. It represents a deliberate effort by Saudi Arabia to project a stronger geopolitical position, framing the Houthis’ attacks on shipping in the Red Sea as a global issue rather than solely a Saudi-centric concern. The formation of the alliance is viewed as a response to escalating tensions in the region, particularly the United States-Israel war on Iran, which has heightened concerns about energy and infrastructure security, and a growing focus on the Strait of Hormuz, a crucial artery for global oil and gas exports.

Initial reports suggest the alliance will involve a range of activities, including the exchange of intelligence and strategic planning. The Ministry has emphasized that member states will continue to complete their national procedures to formally join the coalition. The first meeting of the alliance was held in Jeddah, Saudi Arabia, where Rear Admiral Al-Shehri was appointed commander, overseeing joint naval defence, coordinating with member states, and carrying out missions under the alliance’s charter. The alliance’s initial plan focuses on enhancing maritime security and disrupting the Houthis’ activities in Yemen, where the group has established a significant presence and launched attacks on Saudi-flagged vessels and oil facilities. A key point of contention is the alliance’s operational strategy, with initial statements suggesting a defensive posture, but the Ministry has acknowledged the potential for the alliance to adapt and potentially launch offensive operations if the Houthis’ actions escalate.

Experts note the alliance’s significance, but caution that its effectiveness will depend on its ability to translate political commitments into tangible results. The International Crisis Group’s senior analyst, Ahmed Nagi, stated that the alliance is a ‘largely defensive’ initiative, but that it is not intended to launch offensive operations. He further highlighted the potential for the alliance to become a critical component of a broader international effort to counter the Houthis and disrupt their activities in the Red Sea. He suggested that the alliance may provide a framework for Saudi Arabia to act more decisively in response to escalating threats, potentially leading to a wider international response.

Recent events, including Saudi-flagged ships being targeted by Houthi fighters in Yemen, have underscored the potential impact of the alliance’s formation. The alliance’s initial focus is on establishing a framework for Saudi Arabia to deter the Houthis’ attacks, and it is currently considered a relatively small and nascent initiative. While the long-term implications of the alliance remain to be seen, it represents a significant geopolitical shift in the region, potentially reshaping maritime security dynamics and influencing international relations.
