The World Bank has released a new report highlighting a concerning trend: nearly 9 in 10 people in Sub-Saharan Africa are highly vulnerable to climate-related disasters. This significant finding, derived from a comprehensive indicator designed to assess exposure and recovery resources, paints a stark picture of vulnerability across the continent. A recent World Bank analysis reveals that this vulnerability is particularly pronounced in the region, with 90% of the population in Sub-Saharan Africa facing at least one area that can significantly hinder their ability to cope with and recover from climate shocks.

The report’s core finding stems from the World Bank’s new indicator, which goes beyond simply identifying areas experiencing extreme weather events. It meticulously evaluates a range of factors, including income, education, access to finance, social protection, electricity, water, services, and markets – all crucial components of a person’s resilience.

According to the World Bank, this vulnerability isn’t limited to simply experiencing a flood or drought; the report highlights that heatwaves are also impacting a significant portion of the global population. However, the analysis emphasizes that in Sub-Saharan Africa, the level of vulnerability is significantly higher, with 9 in 10 people facing a significant weakness in at least one area when considering factors like income, limited financial access, and weaker social protection systems.

The report underscores that while a hazard doesn’t automatically equate to suffering severe damage, having adequate resources – including money, insurance, financial services, reliable water and electricity, and government support – significantly increases the likelihood of recovery. Specifically, agricultural drought is a key concern for rural populations, many of whom depend directly on farming for their livelihoods. Furthermore, the report points to the growing threat of rising temperatures, particularly in northern Ghana, and the potential for increased heat-related impacts, especially in vulnerable regions like Kumasi, Ghana.

The World Bank acknowledges that protecting people from climate shocks is not solely about building bigger dams or flood barriers – though these are important components – but rather tackling the underlying conditions that make people vulnerable in the first place. The analysis identifies low incomes, limited access to finance, and weak social protection systems as particularly critical challenges facing Sub-Saharan Africa. The World Bank is currently conducting technical studies in Kumasi, Ghana, to better understand flood risks and assess community vulnerability around Sisan, Wiwi, and Aboabo watersheds, aiming to implement strategies to mitigate these risks and improve resilience.

This research is part of a broader effort by the World Bank to provide countries with the tools and data needed to proactively address climate risks and build more resilient communities. The report’s findings underscore the urgent need for concerted action to tackle the root causes of vulnerability, ensuring that communities can better cope with the escalating impacts of climate change.
