The modernization of Benin’s Public Administration is reaching a new milestone this Wednesday, October 7, 2026, with the commissioning of the SEMO+ platform. Following the first two phases of the Official Missions Supervision System (SEMO and SEMO 2), the Beninese government has launched the SEMO+ application, which is phase 3 of SEMO, an improved version of the first two.
No more administrative hassles to justify presence at mission locations for Beninese state agents and anyone holding a mission order. The end of this ordeal has arrived with the new innovation from the Directorate of Information Systems (DSI) of the Ministry of Economy and Finances (MEF) of Benin, SEMO+. “From now on, thanks to the SEMO+ mobile application, public agents on mission can justify their presence at the mission location through a simple and paperless process,” stated the Secretary General of the Ministry (SGM) of Economy and Finances of Benin, Cheigun Morayo Habib Tidjani.
Designed to facilitate obtaining visas on Mission Orders, SEMO+ also responds to the fulfillment of the wish of the government of President Romuald Wadagni to clean up public finances, emphasized the National Director of Control, Aristide Aboyi Edah Sohou. “SEMO+ will make it possible to strengthen traceability, responsibility, performance, and accountability in the execution of administrative missions. The agent who carries out a mission must, via the application, geolocate themselves and validate their position. This daily visa prevents fictitious missions or the payment of fees for a number of days not actually worked.”
SEMO+ offers exceptional time savings for agents in the procedure of proving official missions, recalled the Director of Information Systems (DSI) of the Ministry of Economy and Finances (MEF) of Benin, Alain Ahounou. A simple, digestible, and fast process leads to the approval of the proof of official missions, he indicated. “After identification using the Personal Identification Number (NPI) and selection of the mission concerned, the agent shares their geographical position before proceeding with biometric validation by fingerprint. Once the proof is validated and the agent’s position is recorded, a confirmation notification will be sent by SMS or e-mail to the person concerned.” For any potential technical disruptions, SEMO+ provides an ad-hoc solution. “SEMO+ also offers an alternative via biometric terminals available in certain public spaces, making it possible to validate geographical presence thanks to their fixed position,” recalled Alain Ahounou, Director of Information Systems (DSI) of the Ministry of Economy and Finances (MEF) of Benin.
