Ghana has begun enforcing stricter standards for imported vehicles, with new requirements taking effect October 1, 2026, as part of the Ghana Standards Authority’s National Vehicle Homologation and Conformity Assessment Programme.

At the centre of the new regime is a restriction on the importation of used vehicles more than 15 years old. The measures are intended to strengthen vehicle safety, quality control and consumer protection while ensuring that vehicles entering Ghana meet applicable national standards.

Under the new enforcement regime, importers of used vehicles must ensure that the vehicles conform to the applicable standards before shipment to Ghana.

Used vehicles are required to undergo inspection in their country of origin by a GSA-approved inspection body, with compliant vehicles issued a Certificate of Conformity.

The requirement is not entirely new. The GSA had previously announced that imported used vehicles must be accompanied by a valid Certificate of Conformance demonstrating compliance with GS 4510:2022 — Road Vehicles: Requirements for Imported Used Motor Vehicles.

The October 1 enforcement therefore places greater emphasis on ensuring that vehicles meet the applicable standards before they are shipped.

The new standards also cover the condition of vehicles being imported into Ghana.

Vehicles considered unsafe or unsuitable under the applicable standards can be refused entry.

These include certain flood-damaged, fire-damaged and structurally compromised vehicles, as well as improperly reassembled vehicles.

The GSA has previously identified salvage vehicles as including those critically damaged to the extent that parts of the safety cage or chassis are broken, cracked, bent or twisted, as well as vehicles that have effectively become sources of parts or scrap metal.

The Authority says vehicles that fail to meet prescribed requirements will not be permitted for importation upon arrival. It has also stressed that the new enforcement does not constitute a blanket ban on used vehicles.

Vehicles shipped before October 1, 2026, will be exempt from the new requirements, even if they arrive in Ghana after the enforcement date. This means the date the vehicle was shipped, rather than simply its arrival date, is important for determining whether the new requirements apply.

For vehicle importers, the new regime makes due diligence before shipment increasingly important.

The vehicle's manufacturing date, physical condition, inspection status and Certificate of Conformity are now critical considerations before committing to an import.

For prospective buyers, the new regime means that the process of checking a used vehicle should begin long before the vehicle reaches Ghana's ports.
