The Government of Ghana has announced a significant investment of GH¢443 million to bolster the Free Primary Health Care (FPHC) programme, marking a crucial step in strengthening the nation’s healthcare infrastructure and improving access to essential health services for all citizens. This substantial investment underscores the government’s commitment to universal health coverage.

According to a statement released by the Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA), Dr. Victor Asare Bampoe, the funds will be allocated to retool selected facilities across the country to facilitate the implementation of the FPHC programme. The initial allocation of GH¢36 million was earmarked for 107 district health facilities, representing a significant portion of the total investment.

The allocation was distributed strategically, with GH¢4.2 million earmarked for 14 district health facilities in the Upper East Region, and GH¢415,393.79 for the Bawku West District. The Bongo District Health Directorate received GH¢415,393.79, while the Bawku Municipal, Binduri, Bolgatanga East, Builsa North, Builsa South, Garu, Kassena-Nankana Municipal, Kassena-Nankana West, Nabdam, Pusiga, Talensi, and Tempane health directorates also received substantial funding. This includes the largest allocations to the Bawku West District, which received GH¢514,418.71, and the Bongo District Health Directorate, which received GH¢415,393.79.

The CEO emphasized that the funds are being directly allocated to district health facilities, representing a direct payment model designed to reduce delays and ensure resources are readily available for healthcare providers to address patient needs. He stated that this reform is intended to bolster accountability within the healthcare system and facilitate more transparent financial management.

The introduction of a cashless revenue collection system across the NHIA district offices nationwide is another key component of this initiative. Dr. Bampoe explained that this change will eliminate the need for cash payments at district offices, streamlining processes and improving efficiency. The system incorporates a One-Time Authentication Code (OTAC) system, allowing members to verify their attendance at facilities via a mobile phone before receiving care. This confirms the member’s actual presence and service delivery.

This initiative has been spearheaded by a team from the NHIA, and the various interventions demonstrate the government’s dedication to strengthening Ghana’s healthcare system and expanding access to quality and affordable healthcare services. The Authority assured Ghanaians of its continued commitment to strengthening the NHIS and supporting the government’s efforts to achieve universal health coverage. The FPHC programme is a vital component of the government’s broader strategy to enhance preventive healthcare and improve access to essential health services at the community and primary-care levels.
